Buying Ammo Online in Maryland, Virginia, and D.C.

Whether a retailer will ship a box to your door is a mix of federal rules, state and local law, and that retailer's own policy — and those last two are not the same thing. This is a cautious map of commonly published shipping practice in the DMV, not a statute summary and not advice.

Nationally, a number of states and cities restrict or prohibit online ammunition sales, cap quantities, or require delivery to a licensed FFL or an age-verified adult. Commonly named examples on this site include California, New York, Massachusetts, Connecticut, Illinois, and New Jersey. The DMV has its own pattern, described below as retailer practice, not as a code citation.
Virginia: often ships to a residential address
Public retailer shipping pages commonly treat Virginia as a ship-to-home state for ammunition and do not describe a separate state ammo permit for a routine mail-order. Maryland: many retailers ship; some will not
Several public shipping policies — including pages from Kilo Tango (reviewed on their site in 2026) and Maryland 1st Armory — describe Maryland as a state they will ship ammunition to, with retailer-level exceptions. At least one Annapolis-area retailer is widely cited in those discussions as a caution: they may decline to ship ammo even when other shops will. That is a store policy, not a claim that Maryland statewide law matches that one shop.
Maryland buyers should still read the cart: age checks, quantity limits, and locality rules can differ from a generic MD-is-OK forum post. If Flip will not complete the order, do not treat this guide as a workaround.
Washington, D.C.: most retailers refuse
Most ammunition retailers publicly refuse to ship ammo into the District of Columbia. Do not expect a standard online cart to clear. If you live in D.C., assume ship-to-home is unavailable until a retailer explicitly says otherwise at checkout — and still confirm the law yourself.
